Melchizedek, king of Salem, was the priest of God Most High.  He went out to meet Abram bringing him bread and wine and then blessed him.  Abram immediately responded by bowing before Melchizedek in honor and glory and giving him a tenth of all the spoil he had just accumulated.

From ancient times Jerusalem was holy.

Psalm 76:1-4

In Judah God is known;
His name is great in Israel.
 In Salem also is His tabernacle,
And His dwelling place in Zion.
There He broke the arrows of the bow,
The shield and sword of battle. Selah

You are more glorious and excellent
Than the mountains of prey.
